Engaged (but not engaging) and casting in melee

If I have a model with reach engaging a warcaster, and that warcaster has no reach and cannot move (eDenny's feat), does the warcaster get the -4 "in melee" modifier for targeting the attacking model?

In case it matters, the attacking model was also fully engaged (both within melee range of each other) with another model as well. Does this make a difference?

A magic attack roll does not suffer the target in melee attack roll penalty when the point of origin is in melee with the target.
