How does Camouflage work with the Gobbers? Is it an order or *Action like on the old card. And which model does it affect?

They get Camouflage without an order. If you are referring to the cloud cover, it is indeed an order. It has to be within 1 inch of the leader. The camo affects both the leader and the grunt.
