Such as blight shroud from forsaken, do they damage Vilmon in impervious wall ?

It is not one of the listed things that Vilmon is immune from, so he is affected by it.

That seems like a bit odd of a blanket statement.
Does this mean that vilmon isn't immune to a Phoenix's combustion?

That is also true. They're frequently referred to as "attacks that aren't attacks", and they get around a lot of things that trigger on attack only.

I'm curious where Stormcall falls in this line of questioning.
It's a psudo-ranged attack, that it requires a target, and ranged. But it's not an attack in the classic sense. The targeting restrictions are independent of the damage rolls (and only apply to the single target, not the double or triple stormcalls).
The damage is electrical typed, but does that mean anything with regards to stuff like eSkarre's feat, or Impervious wall, or Incorporeal?

Stormcalls are not attacks, they are special actions, so they work against Impervious Wall because they are not listed as one of the things Vilmon is immune to, Epic Skarre's feat says models cannot make attack but Stormcall is a special action so that's will still work, and as for Incorporeal:
This model suffers damage and effects
only from magical weapons, magic attacks, animi, spells,
and feats and is immune to continuous effects
Stormcall is not of those listed that can affect an Incorporeal model so it will not work on an Incorporeal model.
