Measuring control radius during a move

Can you measure your control radius during a models move? The catch is "any time during this model's activation" effects can't truly be done at any time, but measuring your control radius says you can do it at anytime not mentioning activations at all.

You can measure the control area of your models at any time
for any reason.

So yes you can measure control radius at any time including outside of activation. What "any time..." effects do you want to know about?
