pMagnus and Kell Bailoch 25 points (4*/Most Wanted)

What can I add to this to make it competitive at 25 points? Is it worth limiting your options of 4* to get the bonuses from the Most Wanted? Also, can Kell Bailoch fit into something like this, and can he Jack Marshall a unit?
