Am I reading this correctly? Every jack in his battle group that is also in his control area gets up to three focus (topping them off at three I assume). And most importantly this not his personal focus getting allocated, it's just pulled from the ether, correct?

Yup, the focus comes from the sky. Every jack in his group gains 3 focus regardless of how much Nemo has to give out.

And of course you can never have more than 3 focus allocated to a jack in a turn.

Excellent, wanted to make sure I was reading that correctly before I play him today.

The utilisation of this is that he can then draw as much as he likes back. Which is why ENemo usually has 3 or 4 jacks, so he can completely refill from his feat-filled jacks if necessary.

Spend his normal focus, feat, pull back 7 focus off the jacks, reassign it as necessary, cast more spells....

It's not a particularly infuriating feat for your opponents, but it does feel like playing the shell game with focus beads :)

A simple trick to utilize it is to assign 3 to something like a charger, have it activate and take 2 fully boosted shots, then nemo activate, feat and pull that 3 back from the charger to use energizer. This usually provides nemo and his melee jacks with enough focus and the position needed to use them. You can also have nemo advance and take a shot with his gun before you energize him back.
