It would be nice. I have a tournament this weekend and I'm going to use Cryx right now, but if our new stuff comes out and I want to test some Legion changes in real competitive conditions, I'll swap out.

TempleCon is in a week. Hordes players are supposed to have a final PDF to work from. Rules by the end of Jan + no weekends + before TempleCon = today.

If they don't give Hordes players going to TC SOME love and some time to digest the rules it'll be a pretty big snub to Hordes players. I know their timeline is short with extending the FT but I know I'll be F5ing the site all day.

Or you can choose not to be offended, to take it personally, and choose to look at it, if it happens, that they gave you the rules they thought were right, when they could. Y'know?

Be an adult, read charitably, even when there are no words actually said.
Their attempt to give it to you by a certain date is a courtesy, and if they failed, rather than looking at it as a snub, look at it this way: Even though they really wanted to, it didn't happen; so perhaps it just wasn't meant to be.

Hordes is being discontinued due to its inferiority to Warmachine. The new Warmachine factions to replace them will be Rhul, Ord, Llael, and Orgoth. This is why the Warmachine and Hordes rulebooks were not combined. Sorry you didn't get the memo. :D
