Rhinodon: Rear attack and charge

Does declaring a charge count as declaring an attack? Or to put it another way, when declaring charges does the Rhinodon have 360 vision?

The 360 is only for the attack part of the charge. You need to see the target for the movement part, so no, he can't charge backward, and you still need to face the target after the move.
