Can casters and jacks sack action or movement to stand up from knockdown like any other model or do they HAVE to spend focus to do it?

Any knocked down model can sacrifice their movement or action to stand up. Warcasters, warlocks, warjacks and warbeasts have an additional option where they may spend focus/fury / be forced to shake off the knockdown without sacrificing.

As a side note - Remember that shaking knockdown/stationary in this manner isn't done during your activation. It's done during maintenance/control phase, after allocation is complete.
Usually though, "skill" is used to covertly mean "match the game exactly to my level of competence." Anyone who is at all worse than me should fail utterly (and humorously!) and anyone better is clearly too caught up in the game and their opinions shouldn't count.
