Default The "Monitor" Cygnar Heavy Warjack

I know this is a repeat from what I posted a while ago in some other forum. (Sorry about the misplacement for that)

I made some adjustments so maybe people won't be whining too much that it's overpowered. The Monitor is a highly versatile Warjack with the intent of supporting Gun Mages which a mix of defensive and offensive capabilities to further add to the mixed arms approach of Cygnar.

    Monitor Heavy Warjack: (Stormclad Chassis)
    Stat Line - SPD: 5, STR: 10, MAT: 5, RAT: 7, DEF: 12, ARM:18
    Point Cost: 10
    Damage: 30

    [Right Arm]
    Rune Cannon - RNG: 14, ROF: 1, AOE: - , POW: 13
    (This is a magic weapon)

Tempest Resonance: When this model begins its activation within 5" of one or more Gun Mage solo or unit models it gains +2 to ranged attack rolls and may choose normal Rune Shot options without being Controlled by a Gun Mage Officer in addition to Rune shell options.

Rune Shells: Each time this model makes a normal ranged attack choose one of the following abilities:
--Disruptor Shell: Enemy models hit by this shot is disrupted and may not allocate focus for one round.
--Arcane Shell: This attack ignores stealth, concealment and camouflage.
--Sledgehammer Shell: Enemy models hit and damaged by this shot is immediately slammed D3 inches directy away and is knocked down. This attack ignores Steady.

Complex Weapon - If this weapon is crippled it loses all its Rune Shell and Rune Shot abilities and cannot use focus to boost until it is repaired.

[Tips] If you fail to damage a model with the Sledgehammer shell it is not slammed, knocked down or ignores Steady.

    [Left Arm]
    Heavy Repulsor Shield - P+S: 13
    (+2 Shield)

Repulsor Field - Models attacking this model's front 180 Arc is immediatley pushed 3 inches back and ignores critical effects. This model cannot be charged by a model beginning the charge in this model's front arc. This model must forfiet its move action this turn and this arm cannot be crippled for these effects to apply.

The fact it ignores steady makes the whole jack way too powerful... and sort of overlaps with the avenger

Plus it is basically RAT 9 without aiming, RAT 11 with Aiming, and potential range 18. yeah, not overpowered at all. I didn't even see the shield! Yeah, you really need to re-think about balance with this thing, this jack is ridiculously overpowered.

Yeah the RAT is a bit high. Drop it to 6. Instead of having such a crazy bunch of buffs from being near Gunmages, I'd say Accumulator - Gunmages would be better. Having access to additional rat and all of the Gunmage ammo options as well as it's own three is kinda nuts.

Also, instead of ignoring Steady, maybe the Sledgehammer Shell would be better if it read 'target model directly hit is pushed back D3 inches, on a critical hit target model must forfit movement or action next turn" it's kinda the same, but doesn't just ignore a rule, which is just a weird idea.

I would say cut out the +2 to ranged attack rolls from its "Tempest Resonance", due to the fact that it would have the highest RAT in the game (7+2+2(sitting bonus)).

I would just give it normal Repel, like the Revenger has. Less complicated rules and just as effective. Doesn't need a "Special" repel ability.
