Could be that N3mo is him going up to Prime.
Imagine how powerful the Prime is, would be nice if he became a warcaster or solo at some point.
Politics? The Royal Cygnar Academy of Mages doesn't approve of Warcasters? Or maybe their can be only one Prime, and he isn't ready to retire yet? Or maybe Nemo feels his place is to serve his country on the battlefield, leading troops into battle instead of sitting at a desk planning war allocations, over seeing promotions, awarding medals, briefing the King on threats to Cygnar security. So he's turned down the promotion.
Seems to me I remember reading a piece of fluff that Nemo kinda gave the Academy the finger at one time or another and they don't really like him.
The current US Military is filled with guys like Nemo- guys who would rather be out "getting the job done" then sitting at a desk.

Another question might be why Haley hasn't made Adept yet. What with the rare time mastery and the brute-forcing of enemy cortexes.
Also, we don't know what is needed to qualify for Prime. Not much is known of the numbers or existance of past and current Primes. Maybe noone has ever even been awarded the rank, and they are waiting for the next individual with Thamar/Morrow level skill?

Actually we don't -know- if there is no warcaster prime currently.
If there is one then that precludes anyone else having the rank.
In addition I honestly don't think Nemo has a claim at being warcaster prime. Arcane Mechanic Prime sure. Stormsmith Prime. Probably.
But Nemo has never really pulled off 'singular acts of genius' in warcasting that we've seen. He's demonstrated the kind of skills that are above and beyond all our other warcasters, who are ALL magus ranked.
Haley however has demonstrated the abilty to subvert warjacks and arc-nodes remotely and while under fire...
EDIT: The reason Haley is still only a magus is that she's already getting promoted insanely fast. I think she may have made major faster than Stryker did. She's in her mid twenties and already one of the most powerful sorcerers on the planet.
And one who, last time she was in front of any of Caspia's top brass, was spouting nonsense about Cryx in the Thornwood and then smashed up their table.

Re Haley, I believe an insteresting comment on this was made many threads back. Haley's more outre abiities aren't replicable. Her blasting away with power is fine, as is her more fine tuned time tweaking (deceleration, temporal bomb). But her larger abilities, (her feat, Domination) can't be reproduced, Domination is meant to be impossible. And because it's impossible, it may be written off as a battlefield exagerration. Haley isn't going to let people take apart Thorn for analysis, she's not going to come into the lecture theatre and demonstrate for the old Adepts (her magic, you grubby-minded individuals). So she's not getting that rank.
eNemo has Adept for his mekanikal skills and a lifetimes work hitting things with lightning. He's more an arcane mekanic than a pure caster. So he holds the rank of Adept almost in spite of his skills than because of them.
To get to Prime would need the sort of pure-magic, politically minded and consensus inspiring individuals you don't get as warcasters. In terms of magical skill, you'd need someone like Zerkova, Fiona the Black, Asphyxious, Rasheth. The sort of powerful, back line casters* who are are massivly more useful for their magics than their combat prowess. But where these guys take the battlefield, they're also the sort who've pissed off everyone they know. No-one likes or really trusts Zerkova, Fiona is a good Thamarite, Asphyxious is a political monomaniac who's making enemies like a craftsman and Rasheth is despised by his slim and athletic peers. And Haley I've discussed.
Sorry guys, I think we're not going to see any caster of rank Prime or equivalent on the battlefields of Immoren. Although that does raise the question, where is the ivory-towered individual in the fluff? Stuck in a good book during the invasions of Caspia and Point Bourne?
Ooo, thats what I can see as a battlefield effect in a campaign: Ionisation of the atmosphere, casued by a big ritual, courtesy of the Prime. All Lightning damage rolls get +2 to the roll

Adept rank isn't anything to sneeze at. From the fluff, I am given the impression that many warcasters in the Cygnar ranks only achieve the ranks of Magus before dropping out of arcane-school and hitting the battlefield. I also imagine Adept and Prime status require research into arcane lore (like what one would do to earn a doctorate degree), which may not be high on the priority list of battlefield mages.

I also recall reading an older piece of fluff that stated there was currently no one with the rank of Prime and that for generations the Cygnar Arcane schools have been extremely stingy about naming spellcasters to the Prime rank. I also remember that some members of the War council wanted them to name someone to the Prime rank.
Personally I think Nemo could be named to Prime rank based on his accomplishments. His Storm research and technology is far ahead of anyone else, though I agree he has definitely rubbed some people the wrong way. Ahh politics suck everywhere, whether your an academic or in a political position.
Though from a game stand point, it would have been cool if for his 3rd incarnation became, General Prime Sebastian Nemo warcaster supreme. (or Prime General since it sounds better)

The promotion goes from L.t Journeyman to Captain Magus for warcasters. You get both promotions at the same time since compleating your journeymanship is part of getting promoted to captain (for warcasters).
Even Alistair Caine got promoted to Captain when he finished his training.
Then demoted.

I don't think we've seen anything that indicates that there can be only one "Prime" Ranked arcanist at anyone time, although the rarity that it is granted with would generally mean that it probably the case...
Getting both academies to agree unanimously must be extremely difficult in any event, and Nemo while obviously having contributed more to Cygnar and his field than probably any other living Cygnarian, has not spent any time at all making friends or suffering fools - he is notoriously difficult to get along with, so I imagine there are certainly those at the academies who dislike him...

Just thought of another issue.
The strategic academy instructors have to meet to vote. But with the war on some of them won't have had the opportunity. Some have been killed (like Siege's old instructor) and their replacements will still be getting a hang of things, others have been under siege at times, such as any instructors at eastwall. Some could be cut off entirely, Fellig anyone?
Hell, Nemo is most likely a member and he's been rushing around the kingdom putting out fires since superiority.
