    Default Target=LOS?

I have always assumed that if something says "target" it requires LOS. Recently, a Cygnar player swore that his little sparky solo dudes that zap you without making an attack do not require LOS. Other than "target" the card says nothing about LOS. Am I correct in thinking target=LOS?

Your Cygnar opponent is incorrect, and Stormcallers do require LoS. As far as I am aware, anything that says 'target' does, in fact, require LoS.

Yes, you are. It's on pg 16 in the mini rulebook:

When a model uses an ability with a RNG, it must target a model in its line of sight.

It is also in the Errata: P. 43 Line of Sight. "Any time one model “targets” another model, it must have line of sight to that model. When a model “selects” another model, it need not have line of sight."
