Thinking about eHaley
I'm predominently a Menoth player with a smattering of Legion and a decent Retribution army on the side. Shortly after Mk2 came out I started an eCaine Cygnar force but I quickly learned how he alone could rip the fun out of most games so sidelined my army and went back to my other three, but I'm wanting to give Cygnar another go with a different caster.
When I started the game in Mk1 I focused more on beat stick melee casters (eFeora) but as time has moved on I have started to favour the high focus board control types (Harby and Rahn currently compete for my favourite caster top spot) so I'm leaning towards a eHaley list.
My initial thoughts with her were to go gun heavy and use her to make a long range army but after seeing the No Quater Tier I'm starting to favour the idea of Haley and a load of Storm-nouns, although I dont want to use the Battle Engines
For 35pts I was thinking
Stormblades + UA + 3 WA (11)
Stormblades + UA + 3 WA (11)
To me both look relatively viable but I was wondering if I have any glaring weaknesses or if I have overlooked something important?
I like your second list, however I would drop Runewood in favor of the Piper. They do very similar things but tough is better imo, Runewood is more an EStryker type of solo. In additon dropping a Stormblade WA would free up another point and you could add in Arlan, who is invaluable at warjack support.
The list that I'm running isn't much different from your first list, except I don't run the Stormguard or the three Stormgunners. Instead, I'm running a Minuteman and the Black 13th. Both lists look pretty solid. I agree with the above post about dropping Runewood and a Stormgunner to add in Arlan and the Piper in the second. The Piper still allows pathfinder and gives tough, which really makes the Stormblades hard to kill. Arlan essentially allows Thorn to run for free, or lets the Stormclad start off with two free focus if it's near the Stormblades. Definitely worth the two points.
Second list imho is a good attriction - damage stuff, good enough against so many armies / lists.
Main weakness is the low range bump, you have a good guided missile like Stormclad and good heavy pow infantry but you lack long shots. ATGM+UA is a must have with eHaley 'cause board control effects, or just Black 13th if you can take them. A second impression may detect a low model count, and maybe this don't allow a good board expansion / heavy casuality drop rate.
Stormblades are a good take with her, expecially against hordes, but the JWC babysitting and their base costs grant them a big points selection, so be carafull and play very very smart.

I'll consider the Piper and Arlan change tough/pathfinder and extra focus would be more useful than Runewoods buffs. The B13 and the ATGM on the otherhand are units I'm doing my best to avoid adding.
What about in the first list dropping the Stormgaurd and WAs for a Storm Strider? Gives you some range and its a good target for deadeye and TA.
