Can an Orgun Bokur that is held as reinforcements in an SR 2012 tourney still make use of the client rule?

Unofficially yes. Under the Client rule your only requirement is to be with in 6" of your client.

I truly appreciate the rally to my defense, I really do.

But honestly, I got a good giggle out of Absent's implications...
