My vote also goes to the Deathjack, it has everything you could want from a jack except a gun, but it can spells instead.
Best non-character goes to Phoenix, IMO. That jack can do everything, and do it pretty well to boot.
Best character ... probably Deathjack in a vacuum. Including buffs, Avatar is a contender.

Reckoner is imo the best. He is cheap. High pow weapon, good pow gun with range. He has built in ashenveil, assault, reach, flare and on top of that has the choir!

Stormclad- Anyone who looks at SPD 5 MAT 7 POW 19 with reach and says "I don't want that at all" is playing WM on mars. The accumulator, Electroleap, Gun and Buckler are just cool bonuses.
I vote for the Ghordson Basher. So focus efficient and distruptive for 7 points.

For 9 points you get something that is roughly Khador tough, charges for free, has a hard hitting melee punch and the ability to auto knockdown everything within 2" of it.
Deathjack is probably better, true- but he also costs a significant amount more and is fairly soft for his cost. Ol' Rowdy on the other hand is rock solid and hits like a monster while being focus efficient and reasonably costed.
Behemoth- sub-cortex allows up to 6 focus on this jack. Two AOE shots that can be boosted. Armor piercing fists = collossal killer.
A "best jack" contest only really makes sense in the context of a single faction. Cross faction there are just too many variables to take into account.

Cygnar: Stormclad
Protectorate: Reckoner (Avatar a close second)
Khador: Spriggan
Cryx: Deathjack
Retribution: Phoenix
I'm a sucker for reach heavies though. The Deathjack is the only exception in that list, but cmon, it's the Deathjack.

Yeah, and I had a tough time deciding between the Deathjack and Nightmare for the Cryx side as well. There are certainly tradeoffs no matter which choice you take. I do tend to lean more towards FA: U jacks just because you can spam them and aren't in trouble in character restricted formats.
I just realized I forgot Mercs, but that's hard because there are really three sets of Merc jacks:
1. The Renegade, totally awesome, but only available with one caster
2. The Mule, Another reach heavy, with a fantastic gun
3. The Driller, because the Dwarves don't have any standout jacks sadly. Maybe someday they'll figure out how to install a reach weapon on a heavy.

The Banshee is a great jack for Retribution, his potential to set up ranged assassinations goes without saying. However the Phoenix for me is a better all round warjack, comes with an absolute laundry list of special abilities and can literally do everything.
In my eyes the "best jack" has to be broken down into points categories:
3: Blaster - powerful shot on a spray and heavy jack ARM on a light
4: Repenter - pretty sturdy chassis complete with an accurate (becomes very accurate with Choir) boostable spray with autofire
5: Vanguard - Great stats, three basic attacks with assault and shield guard
6: Hunter - RAT7 armour piercing gun with good DEF and parry
7: Ironclad - great MAT, POW and all round stats, only thing missing is reach
8: Mangler - reach, chain weapon, thresher, great statline
9: Ol' Rowdy - laundry list of abilities, focus efficient, massive ARM (for Cygnar) and counter charge is golden
10: Phoenix - the very definition of adaptability, can do everything and do them well
11: Avatar - an absolute monster with a list of rules as long as my arm
12: Deathjack - see above, Menoth ARM on a Cryx heavy with insane self healing
13: Behemoth - only contender at this point level but still a great piece
18: Galleon - potential 6 AOEs a round plus a harpoon with drag plus a free melee swing and can then buy more attacks makes him the pick of the bunch for me
19: Stormwall - no contest here, the Stormwall is the pick of all the colossals for me

Hands down, has to be the Driller..... i mean come on! it has a drill for a hand.... and it can drill stuff... a lot!
its 6 pts, has sustained attack on a POW 17 (but come on, it always has SoG for POW 21) and an open fist. plus its a Rhulic jack, and shorty > all

You don't have to pick one for each point value, and you don't have to say which is the best IN the faction, but you do have to take the faction its in into account. If we're able to look at character 'jacks as well, then I'm afraid this becomes simple ... Deathjack. Its got 2 POW 18 attacks as well as a 3rd attack, can gain souls, produces 2 focus on its own and in such a way to allow it to get 5, has 2 open fists, advanced deployment and 360º vision. Oh yea, and it can cast spells too!
The Deathjack is also the only jack that can be down to just 2 boxes in column 5 remaining after being charged by a full unit of weaponmasters (Knights Exemplar), and then be fully repaired by the end of its next activation without help from something like Darius's feat.

I have a tough time at 6 points going Crusader over Nomad. The Nomad is just a great 6 point jack.

I vote for jacks in the following point ranges
3-5 - Repenter (Up to RAT 8 PS 16 autofire sprays is fantatic
6-10 - Reckoner (Reach, assault, ash veil are just too good of a combo)
11+ - Behemoth (the only jack in the game that can threaten from first turn, bombards take out solos and threaten casters while it advances then it just wrecks face when it gets there... do not underestimate how much this jack can dish it out)

I can only say for Prot here. But Vanquisher. There are only a few models/ units I've seen that it can't kill.

Minuteman probably takes the cake for me. There are a lot of beasts/jacks I'm a big fan of but I love the Minuteman's sculpt, the power/versatility of the piece for its points, and it has huge fun factor. That's 3 for 3 in categories I can think of.

Cygnar: 8 casters, 56/177 points, Mercs/Minions: 1/27 points, Trollbloods: 6 'locks, 61/190 points.
I think most jacks with flak field or an ability similar are really good especially against infantry spam. I was happy that Cygnar finally got one and to top it off he even has the ability to jump around. Granted I think one of his main weaknesses are his short range and that he is a focus hog other than that I love the little guys.
