Any companies out there besides GW that make urban basing kits. I know there is a website that sells leaves and I wasn't sure if they sell any other kits.

Secret Weapon Miniatures sells prescuplted Urban bases and some materials for making your own like colum pieces, bricks of many colors, empty bullet casings, etc. They also sell hollow/deep bases of all sizes, even Colossal size I think, if you like more space to do scenic basing.
