upkeeps and casting

Does upkeeping a spell count as casting that spell, just with a reduced cost? Or does the term "casting" apply only to the initial time the spell is cast? I'm specifically thinking about Bestial with Kromac here. His beast form denies himself the ability to upkeep his own spells, so it seemed fitting that the general consensus in my playgroup last night flavor wise was that while in human form using his spell Bestial he can deny the upkeeping of spells to the enemy. Just wanna confirm either way. Thanks for the help.
