Update: The half-inch pins finally held up that damn cape of hers. Whoever thought putting something that heavy on such tiny contact points needs to be punished by pinning this model FOR ALL ETERNITY. Seriously. Why is her left arm even a seperate piece? Terrible.

PP makes some strange choices sometimes when it comes to separate arms

I used liquid green stuff and no pins. Has worked wonders so far.
Probably helps that I modeled her like her cape is draping downward dramatically, instead of up in the air like she thinks she's hopping across the rooftops of gotham city like in the stock photos.
I agree about the other arm though. Seems unnecessary.

One thing I typically do, if there isn't really enough room to pin: Glue at least two points of contact. My shepherds have never had any trouble because I glued at the wrist and then I glued the bottom of the staff to the back of their ankles. It looks fine, and is very stable. For eVayl, I glued the cape at the shoulders and then I glued it at the waist as well.
I haven't had any trouble with my shepards either, since I did the same thing as rivenwyrm. As for Vayl's cape, it attaches about half way up each of her upper arms, into the indent in her shoulder pads. There's plenty of room in the cape for a pin, but there's only a few millimeters into the shoulders, and only if you angle it up into them, and not flat into her teeny tiny arms. Also, there's really no room to pin both the cap to her seperate left arm, and that small left arm to her body. So you have to do one or the other.
All of this means I'm probably going to murder anyone who drops her or knocks her over on a table. This is possibly one of the more frusterating models that I've built in a loooong time.

Gorilla super glue is your friend.
I thought this was a trolling post at first, I attached mine with a small glob of greenstuff and glue. I can see how pinning it would be a nightmare though.

Though I haven't tried it on eVayl specifically, there may be a simpler solution for pinning her - through pinning.
Step 1. Superglue on the cape. Bolster the hidden areas with a little greenstuff if you like.
Step 2. Drill a pin hole all the way through the cape from the visible back of the cape right deep into her body.
Step 3. Run a pin into that hole so there is a big brass rod sticking out of the cape. Glue it good.
Step 4. cut said rod as flush as you can with the cape. File as needed.
Step 5. Patch with greenstuff.
Step 6. Repeat steps 2 to 6 in a second location so it can't rotate on the single pin and break the step 1 superglue bond.
Ron Kruzie did a thing on it in insider where he called it bone pinning here...

I used a single pin. I grabbed a file and sandpaper to increase the surface area on the cloak. When that area was big enough for a small pin (~0,8mm) I carefully drilled a whole in one tip of the cloak and the corresponding shoulder and then glued the two pieces together.
Looks pretty durable to me, at least in regard to transporting and handling the figure. I'm not sure if the single pin bounding would survive the fall from a table edge down on a hard floor.

Regardless on how you pin eVayl, I would rate her as one of the models that won't work without pinning.

I've had zero problem with her, just glue it to her back as well still looks good imo and much more stable
