Can faction Warlocks i.e. Baldur run minion Warbeasts i.e. Swamp Horror?

no, but baldur can hire Wrong Eye to control that Swamp Horror, and in that case you would have access to him, but not in your battle group.

Specifically, Wrong Eye can run Snapjaw and extra Gatorman Warbeasts
, Rorsh can run Brine and additional Farrow Warbeasts, and the others can only run their specific beasts.

In any of these cases, they do not count as a second caster, they are solos who have a lot of the Warlock powers including running a battlegroup.
