eSkarre and pShade are amazing at low points. pDenny is ok. I probably wouldn't run pSkarre at 15 cause she wants a bunch of infantry to function.
eSkarre is just disgusting the smaller the game gets.
pGoreshade can be fun with the free unit of banes.

I agree with eSkarre and pGoreshade.
I also think pGaspy is sweet for smaller games. He really has everything you'd need no matter what you're facing. Cheap infantry spam? Breath of Corruption. Defender's Warded Flame Guard? Hellfire. High DEF models? Scything Touch. Made a bad move? Teleport away! Then there's sustained attack + feat. Oh god I love this. MAT 6 with boosts can hit most any DEF (not all) reliably, and with sustained attack you only need to hit once for the charge attack. Burn all your focus if it's a high ARM target then pop feat to finish the job and teleport away or sit there and camp. I especially love his feat vs a high solo count army. The auto hit 5 damage is a blessing, even if it is unboostable.
eSkarre, pShade, pGaspy are casters I think have a good time at low points.
eDenny can work too, she can actually make use of Pursuit...
Honestly, there is no 'best'... it's just based on how comfortable you are playing a caster with less tools, noting the opponent has less tools too.
My favored casters for 15 point games are pGoreshade, pGaspy, eSkarre, and Venethrax (v. Hordes, being able to trash warbeasts by himself is just too good to pass up)
As for reasons why I don't like any of the others, they all want too much stuff.
Terminus, eGaspy, Gaspy3, pSkarre, and Scaverous all want tons of infantry, and don't have little to no jack support on a small scale.
pDenny's solid at 15 points, but if something ignores stealth, you're hosed.
eDenny is pretty situational in low point games, from what I've seen.
Mort can be played in low point games as well, but with low WJP, she's kinda hosed on options.
And if you every play the Witch Coven in 15 points, I commend you on your kahones, because that's probably the worst possible idea anyone will ever have.

Hellfire gives the chance to make the TFG useless for a turn, as slight as it is. Since they would have a potential ARM 19 the AOE from Breath wouldn't kill a single trooper on average rolls, so only the initial model hit might die. Plus, 8 on 3 dice (if boosted) isn't hard to get. I concede to the Scything Touch comment though, oops :P It helps kill high ARM models at any rate, which is still pretty awesome, especially with Menoth, Khador and Troll beast bricks having super high ARM.
I think pGoreshade is the best and funnest caster at 15 points. He is just that good.

pGoreshade can be a complete bastard. At that size he can be greedy with his Focus and it not be an issue. A free unit of Banes gives you the equivalent of a 30% pts increase over your opponent, also: they're Banes!
I've had success with pGaspy at small point games. Through either spell assassination via an arc-node or personal combat, pGaspy can win the game in his own activation fairly confidently.
Venethrax is gross against Hordes in small games. In my opinion, the focus mechanic trumps fury in small point games and a camping Venethrax which can absorb 15pts worth of assassination attempts is no joke. Venethrax can smoosh warbeasts, which are arguably his biggest threat, and replenishing spent focus by virtue of Dragon Slayer is a great way to keep the boss topped up.
I am just starting a Slow Grow league and I am using pGorshade, Reaper, Blood Witches W/Hag, Tarterous and a Siren.
