Have you played any Dungeons & Dragons or D20 RPGs before? If so, you'll know that the use of miniatures is completely optional, so it would just be up to your Game Master whether or not you could use that particular mini. Most probably would be fine with it. Myself and many GMs I know don't really use miniatures at all. The IKRPG has a number of miniatures associated with it, but the minis themselves don't have rules- they're for illustrative purposes only.
As far as the stats go, that's a different story. Are you talking about actually playing as Cpt. Phineas Shae, or just as some bloke who happens to look like him?
If you want to be just any warcaster, the rules for it are outlined in the Iron Kingdoms Character Guide in the Warcaster prestige class entry. It's not an easy path, and most characters will be Level 8 or 9 at a minimum before beginning their apprenticeship.
For someone like Shae, he's most likely either a Ranger or Fighter cross-classed with Sorcerer, with 4 levels of Warcaster. Say... Rgr7/Sor7/Wrc4. This is very high level, and the majority of GMs wouldn't allow it as a starting character. Characters usually start at Level 1 and spend their whole careers getting to be as good as Shae.
Your question would be easier to answer if I knew which books you had, and whether or not you had any experience with the game system. Who is your Game Master? Does he/she have any advice for you?

I am the game master of my gaming group but i am trying to take PP stuff to the group since i just got into WM but IK looks cool to

I do have a few RPG(reaper)minis but they look more D&D than IK

If you haven't played D&D before, you'll have a fair bit of reading to do before you get too far along in the IK RPG. Start with http://www.d20srd.org, or a copy of the 3.5 edition Player's Handbook by Wizards of the Coast. Once you feel reasonably comfortable with those rules, you'll be ready to tackle the Iron Kingdoms Character Guide which has the rules for the IK variation of D&D.
Like I said above, in D&D it doesn't really matter what miniatures anybody uses, as long as everybody is happy. Even though I almost never use minis in my RPG sessions, I started buying Warmachine miniatures "just in case" I could use them. That's how I got started playing the minis wargame, actually.
