I have a working version for some time now.
I update it every once in a while, usually monthly, but I've fell behind a few times.
It's still in beta, and the auto-update feature is not up yet, but if you're interested you can look at my skydrive.
Minimum requirements:
A Windows OS with the .NET framework 2.0 installed (any Windows 98SE or higher can support this). If you have Windows XP service pack 3 or any later version of Windows, .NET 2.0 is installed by default.
I also have other programs I made for Steam Roller tournaments.
I'll be updating those soon as just I finished up catching up with my other projects and now have time to work on them.
I've debated about posting the army list construction program for quite a while now as I never got permission from Privateer, but I've been pressured to post it. If it's a problem I will delete this post and the program. I will not be making a dedicated thread for this program nor will I inform this board if I post an update as I'm still weary whether I should be even posting the program at all.

Great program you have there! I've been playing around with it and will be using it in the future.
I love your program, but I seem to have some problems with the latest build on cygnar.
eStryker's tier list doesn't seem to work quite right. After adding tier units, stormclads change in cost from 9pts to 10pts.
I can't add Ol' Rowdy at all with either Stryker because it states there is animosity.
Yes, there are a few problems with (Build 20100916).
So far I have identified the Animosity bug and a FA bug which are both limited to this Build. I already have a fix for them, but I'm still waiting for my Trollblood book to come in before I release the next Build. Probably sometime after the Legion book update, I'll be implementing an automatic updater as I'll be testing out those functions soon along with a few other functions I want to implement in my Tournament Organizer/Analyzer program.
I completely read over that yesterday.
I've identified that bug. I think that bug might in some earlier versions and it affects other tier lists so I'll post an update. This update fixes all the bugs you've listed. Trollbloods will still have to wait until the next Build as I haven't received my book yet.

I cannot reproduce this error in the current Build.
I recall that bug being in Build 20100916.
The current Build is 20101121. Please install the new Build.

* There should be a new Build this weekend which is a pretty big update with a lot of interesting new features.
All models from NQ33 and Circle Orboros have been already added.
* Since Microsoft is making some changes to SkyDrive starting Jan 2011, all programs I've made will be relocated to a new site in the near future. I'll post something within a few weeks in this regard.
* SR programs are pending due to SR2011 is on the horizon. I'll post a new version of this when I figure out where I'll be hosting the files.
* Since I haven't been slap on the hand yet, even after I have PM and emailed PPS about these programs several times, I guess I'll start being more bold about the announcements in the future and inform the forum about updates from now on.

You can search for models this way easily (not case sensitive).
By default, it looks only at the display name, but if you want to look for special rules or words within the model's subtitle (ex: Stealth), just check the Search Keywords box.
- Filter (F3 or Tools -> Filter)
Tired of scrolling down through a list of models you never going to take?
Filter them!
If you want to do a more advance filter, use the Text Filter.
The Text Filter will look through the model's keywords. So you can filter models with Stealth, or are Morrowan, or Undead, etc.
There's some more advance methods by using these operators:
- + (AND)
- ; (OR)
- *(WILDCARD)

- Did you know you can store personal notes about your army when you save your army?
Tools -> User's Notes or hit F4
- When you print as a List, there are some interesting features.
(File -> Print Preference or SHIFT+P)
- Check the Print Description to get a detail information about the rules for the army when you print.
(ex: Tier restrictions, benefits, what models were allowed, etc)- Check the Print's User Notes to print out your personal notes you wrote on the army

Anywho, there are other minor features, but I think those might looked over if you didn't know they existed.
I've tried to download and install it a few times, but any time I try to start up the program, gives me an error, is there a tag along or base program also needed that I didn't find in this thread? (Error is listed as "Failed to initialize Properly (0x00001350)", offering only "Ok to Terminate application".
This is running on Windows XP.
That error code, I believe means that you do not have .NET 2.0 installed on your system.
If you're running XP, see if you have Service Pack 3 or later installed.
If not, you might not have .NET 2.0 installed.
One easy way to check if you have .NET 2.0 to this:
1. Open up any window.If not, then I suggest running Windows Update or go here:
2. In the explorer bar type this: %WINDIR%\Microsoft.NET\Framework
If this folder exists, you have some version of .NET
In this folder, you should see several folders labeled:
v#.#.####
where # is some numerical value. Each of these folder is just a different version of .NET on your system.
If you see one with v2.#.#### then you have .NET 2.0

This is just .NET 2.0 (which is a small download).

If you already have .NET 2.0 installed, then uninstall mkII - FCU (There is an uninstaller in the folder where you put the program) and try installing it again.

Ah, ok, thanks! (Have been having OS problems, normally fixed by me using a crowbar, apparently crowbars and savage beatings to computers don't install needed programs!).
I had a report that the save files from earlier Builds were not working with the Build 20101211.
I posted a fix for this today.
Thanks again for this LostBlue, having an offline list builder is just what the doctor ordered since my lgs is still using dialup and the laptop finds not wifi in his dungeon.

Build 1220 has issues with it.
For cygnar, anytime you add precursor knights to your list, they create animosity and you cannot add additional units. Everything is grey'ed out.
Well, that's an annoying bug.
I've identified the problem and uploaded the fix.

Thank you for informing me of the error. The error has been identified and fixed.
But since it's a very small error that only affects that particular tier list, I will bundle it with the next update with anything new from the next NQ.
OMG this is an AWESOME list builder. Thank you so much for the hard work. One question is there any way to have it print the unit information when you print? Like when i mouse over a unit and it shows it's abilities, that is what i would like it to print with the detailed description selection.

No, there is not a way to print out the model's information.
tl;dr answer
While it is very easy to input the code to allow for it, I do not want to do so at this time. The reason why this info is in the program is b/c various tier list require this information (Cryx and Legion Tiers are good examples as well as lists like Blindwater). I gave access to this information for viewing only as I thought it'll be a useful tool for list building (such as with the filters or find options) and reduce the need to go back and forth between book to look up small details. I feel comfortable with this as this type of information is also available on sites like battlecollege for viewing purposes, however, I am not comfortable allowing users to easily print this information. The print function is there to allow other players/TOs to see your lists (and info/benefits retaining to the list itself) and give players an alternative way to track damage. I do not want the print function to become a replacement for the cards. I feel if I allowed model information to be printed it becomes a step in that direction, and I am not comfortable with that at this time. I do see the merits of doing so, especially with special League models (L) that do not have cards perse, but I think it's just not the right thing to do.

It was a design decision to not allow for the users to do their own sorts.
I can offer some suggestions, however.
If you are just looking for models, you can use the Find function (CTRL + F) or you can use the Filter function (F3) to reduce the models you need to look through.
The Text Filter option in the Filter function is quite a useful tool for this purpose.
You can do more advance filters by using these operators with your search terms in the Text Filter:
* for Wildcard
+ for AND
; for OR
I hope this helps.
If you just feel the sort is just plain illogical and trying to understand the logic, I can give you a tldr answer if this is what you want to know.
I would love to hear the explanation for the default sort, but I remain disappointed at being unable to impose my own preferred order on the models.
What about imposing my own color preferences? E.g. coloring a model's line's background color, or its text? Or changing the color used for the currently highlighted line?

The sort works as follows:
- The program determines which models can be taken.
- The program then groups the models by Faction then Non-Faction
Faction
Non-Faction- The program then groups models by their Major Model Type
(Caster, Jack/Beast, Solo, Unit)
Faction
- Caster
- Jack/Beast
- Solo
- Unit
Non-Faction
- Caster
- Jack/Beast
- Solo
- Unit
* To break down this step a bit more:
Casters -> Warcasters before Warlocks
Jack/Beasts -> Warjacks before Warbeasts. Heavies then Lights then Lessers.
Solos - Caster Attachments before all other Solos
Units - UA and WA are considered Units.- Each of the above groups is then further groupped by their sub-alliance. Sub-alliance are models that are their own mini-factions.
(Standard, Rhulic, Privateer, Thornfall, Blindwater, etc)
Example:
Faction
-Unit
-- Standard Unit
-- Rhulic Unit
-- Privateer Unit
-- Thornfall Unit
-- Blindwater Unit
etc- These groups are then sorted.
- If the Major Model Type is not a Unit, then characters are brought to the top of their Major Model Type Group.
* For units, the Character prioritizing is ignored. This is b/c some units have Character Attachments which can make them into Character Units, so it was my opinion that it was better to not to make the program isolate these characters away from their base unit. I didn't want to setup an additional rules for this sort so all units are treated this way (not just attachments).
** Characters are sorted alphabetically by their sur name.
I mainly did this as Privateer Press did this with majority of the (non-unit) characters in their Force books.
*** If multiple versions of the characters exists, then they are sorted by the order they came out.- Each of the above groups are then categorized by similar types
There are way too many categories to list.
Examples:
In Trollbloods, Pygs are categorized together.
In Trollbloods, Elemental Trolls are categorized together.
In Skorne, all Titans are categorized together.
In Skorne, all Cyclops are categorized together.
In Cygnar, all Storm Knights are categorized together.
In Cygnar, all Trenchers are categorized together.
etc
Then each category is sorted alphabetically within their groups.
That's the jist of how the default sort works.
The main reason why it is sorted this way: So I can quickly eye the list of models to see if any is wrong (either missing models or models that shouldn't be there) in special lists like Tiers.
Another reason is when a saved list is imported into another program, the other program can work with the save data easier. Although, I might can the other program for another that might do what I intend to do better.
That's a pretty cool request. I'll see what I can come up with. It won't be in the next update, but I'll keep it in mind.

The change in the database made the program think he was a Skorne Warlock. This is fixed. He can now control Mercenary warjacks again.

For I think all of the Khadoran warcasters at least, under their hover-blurb, it rays 'Range Wealon Qualities'. I assume this should be 'Range Weapon Qualities', or 'Ranged Weapon Qualities'.
Under the Winter Guard Infantry (also Khador) UA, it says 'Tatics' where I think it means 'Tactics' (also the hover-blurb).
