Default Lt. Apprentice Andrew Miller - over the top?

Lt. Apprentice Andrew Miller ? Mercenary, Minion Solo
    Spd 6, str 5, mat 6, rat 6, def 14, arm 11, cmd 9. Focus 3

Will work for Cygnar, high born, Trolls, Farrow,
    Partisan Cygner
    Weapons ? Carbine rifle, Knife
Special abilities ? Anatomical Precision, Advance Deploy, Pathfinder, Prowl. Focus Manipulation, Power Field, and Spell Caster.
Note this character cannot control jacks, has no battle group, and is not fearless.

    Spell ? Arcantrick Bolt
Elite Cadre, Rangers ? one unit of rangers may be taken with Andrew Miller at a cost of 5pts, this ranger unit is Specially Equipped.
Specially Equipped - models have smoke bombs.

A, Miller is the type of man men follow. Follow over swampy ground with boots wet and feet painful, follow over the mountains despite the lack of winter gear, follow into the face of an enemy Jack?s guns all with their hearts afire, and they do it not for, god, or gold; but for country and glory. Standing at the front as always is Andrew, carbine rifle at the ready.
Miller and his unit are under the direction of the Cygnarian reconnaissance service?s Scout General. Their currant mission is to seek information about the bastard son of the exiled Vinter. To this end Miller and his unit play the part of hired gun, trading skills for gold and seeking information among the rank and file rumor mill of their drunken companions.

Is this as a story arch for a friendly game something that is over the top?
I'm thinking of running a one day set of friendly games with a few "free" point cost models that can be taken by players to add some spice.

Statistics on the weapons? Same as Kraye's Carbine?

Other than that, he's not bad. The "Specially Equipped" rule is hauntingly similar to another wargame I've played, but it works as written, and isn't overpowered in any conventional sense.

    Few other issues:
No Points Cost (Ahh, Didn't see your last little tid bit there, about the No cost thing. Disregard if you'd like.)
May want to add an ability which would allow him to fire his second shot with that Carbine. No focus makes ROF > 1 hard to justify.
No "Magic Ability" score meaning, how does he cast Arcantrick Bolt?
MAT and RAT are on the low side for a Solo.
May want to change Elite Cadre to Veteran Leader, as Elite Cadre is normally used for Warcasters, Veteran Leader is normally used for Solo's and the like.

    Additional Thoughts:
Perhaps make him a Character UA for Rangers, and have "Granted: Smoke Bombs"? That gets rid of the whole Specially Equipped rule all together.

    Reading does save lives. :P

With focus he can cast spells, boost attack and/or damage rolls, and buy attacks for the gun.
