Xerxis can get tier 4 for 19 points. Quite expensive cash wise though.

You left out the required 6-point unit of Uhlans. Vlad2 requires 18 points to hit T4.

On the other side of the scale Retribution wins hands down on the most expensive theme lists (I have yet to see the NQ37 themes and eHayleys could come close by the sounds of things)

Rhan requires a minimum of 34 points to hit T4, this dropped from 36 points in Wrath with the Sphinx
Ravyn T4 needs 34 point
Bloody Barnarbus comes in at 32
Vyros needs 31pts after Wrath

Damn right, I've been had. But I never leave home without a Max Uhlan for Vlad2, so I don't feel too bad for have been missing it.
