In the case where he is taken in an army with only one heavy warjack, is he able to allocate his focus to the 'jack AS WELL AS the chosen warcaster? Battle Group Commander seems pretty cut and dry but if that's the case then he's not entirely all that useful until you're in higher point games...

Thoughts or rulings on the matter?

No - the warjack has to be in a battlegroup to be allocated focus by a model with the focus manipulation ability. The Warjack can only be in one battlegroup at a time - on the bright side he can control Character Warjacks.

Edit - Fixed a technicality. Power Booster is an ability that can allocate focus.

A warjack can only belong to one battlegroup at a time, and can only be allocated focus by the controlling warcaster of said battlegroup. Note, though, that marshaled jacks (and the Avatar) aren't part of a battlegroup at all, though.

A battlegroup commander can keep his focus points himself or allocate them to as many of his warjacks as desired during your Control Phase as long as they meet the following criteria. The warjack must be in the battlegroup commander’s own battlegroup and in his control area (see “Control Area,” next page), though it need not be in his line of sight. Take care to remember which warjacks belong to which battlegroup; a battlegroup commander cannot allocate focus points to warjacks in another model’s battlegroup even if they are both part of the same army.
