Wanting to start Legion

I have been playing Khador for a bit now, but really want to just bring in lots of warbeasts. I heard Legion is the faction that can get this done, dragon-style.

My question is where is a good 25pt starting point with what casters for beast heavy lists?

I can see the forsaken and shepherds in almost any list, but what beasts are good as well?

Namely, I just would like a starting point to start buying some models so I don't go and waste 100's then realizing I'm doing this completely wrong.
