On the centurion, in the Cygnar Army, does the critical sustained attack happen when the melee attack roll is made or when the melee damage roll is made?

Criticals are always triggered on to-hit rolls. Alas, I'll have to let someone else cite page numbers.

I fail to see how it could matter with Critical: Sustained Attack, but criticals trigger with the to-hit roll and are already in effect when the damage roll happens.

If his question is (which I think it is) "which roll do you need doubles on to trigger a Crit," then it definitely matters.
