So a friend told me the other day, that you can now charge a model, and once you reach that model before you make you initial attack, you can now cast a spell or pop your feat.
So some models can now charge, cast a teleport spell to engage another model ( thats not there charge target) pop there feat and start making attacks ect. so basicly there is now a pause in a charge between the movement and the attack. is this true...

Its always been that way (in MKII). Any time abilities really do mean "any time", this goes for Spells, Feats, Animi, some abilities such as "Curse" from Bane Lord Tartarus, etc.

The only time you generally can't use these is while interrupting something else. So not half way through your movement or in between an attack and damage roll.

As for the teleport part: the actual Teleport spell ends your activation, so no more attacking after that. eCaine for instance has Gatecrasher, which does still allow him to attack.

Note that if charge was unsuccessful your activation immediately ends and you can't do anything.
