I know that when you get a SPD debuff you can no longer charge, but is that still the case if there is a counter SPD buff that is equal to or greater than the debuff?

Example: -2 SPD from Denegrha's feat, but +2 SPD from superiority puts me right back where I started. Am I still denied the charge?

You are still denied the charge. The following is the relevant sentence from Warroom.

"A model suffering a penalty to its SPD or movement for any reason other than being in rough terrain cannot charge, regardless of offsetting bonuses."

You'll also find that exact same language on page 46 of prime under the heading "Charge."
