Okay i've searched for a while trying to find the answer to this and I can't.

If a tier list says "non-character X & Y" is "non-character" modifying both X and Y or just modifying X?

IE "Skorne non-character basilisk and titan warbeasts"

If a character warbeast is allowed in a tier list, then the list will specifically name that warbeast. I would say that your example means "non-character basilisk warbeasts and non-character titan warbeasts". If the tier list meant for you to be able to take Tiberion, it would have said "Tiberion".

Nex time, if there is a specific theme force you want to know about state which list it is your are looking at. Now if you are referring to Dominar Rasheth's theme force, Skorne non-charcater Basilisk and Titan warbeasts means non-character for both.
