Does Mage Storm deviate like a normal AOE and if it does, does it do a pow 12 hit to everyone or a pow 6?

not sure if it deviates but everything hit is pow 12 :D

It can deviate if it misses but it still inflicts a pow 12 to anything under the template. The text on the card never says anything about blast damage. I don't have it in front of me but the wording is something like models hit suffer a pow 12 magic damage roll... Meaning whatever is touched by the template takes a pow 12.

Mage Storm is always an AOE 4, not an effect on direct hit, so yes it will deviate like any other AOE if the attack missed its target.

Deviation has no effect on its damage roll. You only do exactly as the power instructs you to. In this case, it says "all models hit (not directly, just hit at all) suffer a POW 12 damage roll." So that's what happens.

Halving the Pow is what you do when an AOE attack *doesn't* tell you what damage to dish out to everyone in it. In that case, you have a primary POW on the Weapon/Spell that you halve for the AOE. But any AOE that specifies it "does X POW damage to models hit" does what it says.
