Maybe my search-fu is too weak to find a fulfilling answer to this question, but here it is:

Is it legal to declare a ride-by attack with a cavalry warcaster, to cast a spell, as long as you can make/made your combat action? Or is spell casting excluded from ride-by's, because their "during movement"?

Generally you can cast spells at any time during your turn, except during movement. A turn then looks like this

Before movement legal to cast spells.
Move.
End of movement/combat action legal to cast spells.

When you do ride by attacks you insert your action into the middle of moving your model. This creates a turn that looks like this.

Before movement Legal to cast spells.
Move.
Interrupt movement with combat action legal to cast spells at this time.
Move.
Movement over legal to cast spells at this time too.

New questions really should get new threads, but:


The model makes a full advance and can halt its movement at any point to make its combat action.
So, yes, you must do a combat action, which is defined on Prime p. 48, and is different than a Special Action.

You don't, however, have to actually make an attack during your Combat Action; you could interrupt the movement by Ride-By Attack, begin your Combat Action to cast spells, etc., then end your Combat Action and continue movement. You would not, however, be able to make any attacks later (though can still cast spells), because initial attacks (and, by extension, additional attacks) can only be made during your Combat Action, which you ended.
