When the Gatorman Witch Doctor uses; Sacrificial Strike (*Action) he targets a model within his CMD 8 and LOS, then he rolls for damage (assuming he has a friendly Faction trooper model to sacrifice) so if he is more than 5" away from a stealth target does stealth matter?

To me it seems that it does bypass stealth because Sacrificial Strike is neither a RNG or magic attack; it's a special action. Am I missing something?

Yes, it is a Special Action. Therefore it is not an attack and not affected by stealth

Also, since it does not roll to hit, it cannot "miss". So no such modifiers to make things miss can affect it either.

Nothing. Stealth only automatically miss for ranged and magic attack. At first Sacrificial Strike does not have attack roll to be missed.
