So Im pretty sure it doesnt change a thing, (but always worth checking incase) but would phantom hunter on a spray allow the shot to shoot through a forest and hit a model behind it?

This is the paragraph which causes forests to stop spray templates:

A model under the spray template cannot be hit by the attack if the attacker's line of sight to it is completely blocked by terrain.

If the forest isn't blocking your line of sight, then that paragraph doesn't apply.

more confused now. the spell says ignores LOS when making attacks, so would the fact that LOS is not blocked by the forest prevent you from spraying?

If you are ignoring LoS then nothing will stop the spray from going its maximum distance. The reason that forest stops sprays is that normally it stops LoS.

Are you making an attack? Keep in mind that it doesn't say "Ignores LOS except when you'd actually need it, such as declaring the target of an attack". :p

One of the previous discussions: https://privateerpressforums.com/showthread.php?166115-LOS-and-spray-templates

It's a rule for firing spray weapons, but if the model has LOS or can ignore it then they can fire the spray further than 3". So if a model has Hunter and a spray weapon then forests will not block the spray regardless of how deep they are, for example.

This is correct.
