If Mulg is advancing as a result of protective fit and takes a free strike, does he get the speed bonus for relentless as a result of the free strike?

Yes he does.

No. When a model makes a full advance, it advances up to its current SPD in inches. The "Current SPD" is checked only once: when the decision to advance is made. Anything that adds or subtracts to the SPD during that movement will not affect the total distance that the model can advance.

Both of the above are correct. Mulg will receive the benefit, but he won't be able to apply it for the advance he already started. (He Han apply it to future protective fits that occur over the round and his normal movement on his turn)

Good point. I was focused on whether or not he applied the SPD bonus to the advance he was in the middle of when he took the free strike. He would, as you stated, benefit from the SPD bonus from any subsequent advances made for one round (in this example, until his controller's next turn).
