What happens if I charge a friendly submerged model with gunfighter for example pistol wraith

As snap jaw isn't a legal shot for the charge can I redirect out of combat

Or is the first shot forfeit

Or is it an illegal charge

You can certainly declare a Submerged model as a charge target.
As long as you're not in melee (with an enemy model), you can also pick targets freely.

Since you cannot target the Submerged model with a ranged attack, you cannot make your first attack against it, and should be able to pick another target for it, as well.

If it's impossible for you to perform your attack (any permitted attack that the model is capable of, so you don't argue whether something like a Pistol Wraith could theoretically make melee attacks) targeting your charge target, the attack is not forfeit and you get to perform a non-charge attack initial attack against something else instead.

Are you even allowed to declare it? They can't be shot, and therefore wouldn't even be a valid target for the gun.

You can declare the charge. Doing so locks you into melee attacks (generally) but isn't itself an attack. When you get to the attack portion of your activation you won't be able to attack and can then redirect the attack normally.
