While in this model's control area, models in its control area gain boosted melee attack rolls.

The above is the second part of Butcher1's Full Throttle.

I've had an on going argument with a local PG/Player in meta as to whether Full Throttle affects power atracks with the boosted melee attack rolls.

He says no it doesn't because the attacks made for a power attack are an unspecified attack type, i.e. not a ranged attack or melee attack. However Full Throttle states that melee attack rolls are boosted, not melee attacks, and all power attacks use melee attack rolls to determine if the power attack succeeds. Wouldn't that mean that the melee attack rolls for the power attacks for the battle group would be boosted?

Power attacks are melee attacks. See page 49 of Warmachine Prime. Any power attack attack rolls would be boosted.

As above. All power attacks are explicitly defined as melee attacks.

"because the attacks made for a power attack are an unspecified attack type, i.e. not a ranged attack or melee attack."

False. They're melee attacks.

Correct like mentioned above. You can also find it referenced in War Room under "Power Attacks";

"Power attacks are melee attacks with a 0.5' melee range"

Page 49 of Prime:

A power attack is considered both a melee attack and a special attack.
