Just need some clarification on this. The last part of the new wording says:

"Affected models suffer -2 SPD for one round."

My question: How do we define "affected"? Are models that cannot be pushed affected?

Affected models are all models in his control area at the time his feat is activated. An immunity to being pushed does not make one immune to his feat, it makes one immune to the push his feat causes. If push immunity was to make you immune to the feat in it's entirety the feat would be worded:

"Models that are pushed suffer -2 SPD for one round."
