COI: Necrotech creating scrap thralls.

Since a Necrotech neither adds nor returns scrap thralls does it still create scrap thralls instead of drawing and discarding command cards when it spends scrap tokens? The card says it still does, but I wanted to confirm.

Only abilities that add or return models to the army are changed, rules that place or replace models are not changed in Company of Iron.
