I know you cannot charge/slam while under an effect that gives movement penalty. However, can you run?

As far as I know, you can run. Do note there is a difference between Speed penalty and Movement penalty.

Yes. If something gave you -2 Speed, it is different from -2 Movement.

Let us say you have a speed 5 Jack. If it is -2 speed and you want to through a focus on it to run, it runs at double speed. So it would run 6 inches. -2 Movement on the other hand would work like this. You want it to run. So double its speed, 10 inches. Then you subtract the -2 movement. So it would run 8 inches.

Movement penalties prevent charges, slams and tramples. Nothing in the rules would indicate that this would apply to running, so you can run just fine.

(I would seriously refrain from adding to a thread by expanding answers to questions unasked.)
