I believe it was a feat that caused this effect, the question:

If you lose your initial attacks, and your gun has rate of fire 1, does that mean you have lost any possibility to attack with that gun this turn?

If you have a method to purchase an extra attack (for example, spending focus or fury, or having an ability like Dual Shot) you can buy an attack with the gun. Losing your initial attack doesn't use up the weapon's ROF.

So, does that mean when Horthol crits my Warjack, I can still buy extra attacks?

In other words, do effects on all attacks work that way, or just ranged attacks?

All attacks. Both Melee and Ranged attacks are "initial" attacks unless you pay for them or they are granted by a spell or ability.
