I'm kind of confused with the Battle Mages magic ability. How do we use it for Force Bolt? I was told recently that it's like a skill check wherein you have to roll equal or lower than the value of your skill ability in order to use it successfully. If that would be the case, does it mean on a successful check, i still have to roll for a range attack or no? Thanks.

Uhm. No. Magic Ability works just like MAT or RAT. You would roll 2D6 (3D6 on Rahn's Feat Turn) add 6 then compare that to the opponent's defense to see if you hit.

I would suggest taking a look at Prime and refreshing yourself on the basic rules of the game. In this case you would use the magic ability stat as your base number when trying to figure out what you need to hit on your attack roll, just like you would with a rat, mat or Foc score from your caster.
