Does a model have to charge to enter melee range or is any move within melee range enough to allow a melee attack ? And charge just gives the bonus of the boosted damage rolls if you charge.

No obligation to charge in order to engage in melee.
Charges gifts boost and it also gives 3" on movement.

As stated above, the only benefits to charging as opposed to just advancing into melee range are the extra 3" of movement that charging provides as well as the boosted damage roll. Theoretically speaking, the only advantage to doing a full advance and then attacking is if you can advance around a given model's melee range and somehow end up in their back arc without moving though their melee range during that movement for the backstrike advantage or move through their melle range if you have an ability to negate free strikes (Parry, ghostly, etc). Other than ending in a model's back arc or just advancing with a jack in order to get more attacks, charging is a superior tactic to just advancing and attacking.

If you were ever in their front arc during your activation, you cannot get the back strike bonus, even if you move into their back arc.
