Icy Grip states that the target enemy warrior model/unit cannot run or make special attacks. Page 46 of Primal states that a model suffering a penalty to SPD or movement for any reason other than being in rough terrain cannot charge.

Does the inability to run, a method of movement, qualify as a penalty to movement and thus deny charges? Or does the inability to run, a limitation on available actions, have no quantified penalty and thus is not a penalty in the technical sense, and is insufficient to deny charges?

It needs to be a numbered penalty to SPD to deny charges (and effects that outright stop a model from charging ofcourse).
