Haley2's Theme List: Storm Bringer Tier 2, follow up

Required: The army includes at least one Stormsmith Storm Tower and one Stormsmith Stormcaller.
Benefit: For each Stormsmith Storm Tower add a Stormsmith Stormcaller free of cost.

Question:
It's the NEXT stormcaller that's free, correct?
Meaning, the stormcaller who is already in the list that met the tier requirement is not free even after you meet the requirement?
So if you only had a Stormcaller and a Storm Tower in your list when you met Tier 2, your points are not reduce from 3 to 2, but remains at 3?

This is what I thought, but Valander here (https://privateerpressforums.com/showthread.php?78616-Storm-Bringers-clarification-needed&p=1207197&viewfull=1#post1207197) seems to say differently.

Can someone clarify?

Correct, the tier bonus grants and additional Stormcaller, it doesn't reduce the point cost of one already in your list to 0.

Look at it this way. After you pay the points for one Storm Tower and one Storm Smith add another Storm Smith to your list and reduce the point cost by 1.

1x Storm Tower & 1x Storm Smith actually equals 1x Storm Tower and 2x Storm Smith (3 points out of your list)
2x Storm Tower & 2x Storm Smith actually equals 2x Storm Tower and 4x Storm Smith (6 points out of your list)

You can have a max of 5x Storm Smiths in your list thanks to the Tier benefits. Three paid for and two for free.
