Can you push a model with Thunder Bolt that has been knocked down?

If the ability specifically says "push", then yes. Cannot slam a knocked-down model, can push.

A knocked down model can't be moved by a Slam. Any other movement is fine.

Page 63, Prime mk:II (Big rule book) has what can and cant be done to or by Knocked down models. To answer your specific question Yes a knocked down model can be pushed by Thunder Bolt

This is incorrect. The rules never state that a knocked down model cannot be slammed. it states that a knocked down model cannot be moved by a slam.
"A knocked down model cannot be locked, or moved by a slam." (prime pg. 63, emphasis mine)
That is all. You can still slam a knocked down model, and it will take the slam damage. Knocked down models can be thrown, pushed, head-butted, and slammed per the new errata (referencing the portion that a knocked down model cannot move became "cannot advance".) It would take all damages from any of these attacks, and only a slam would not move the actual model.
