Follow up, if your speed has been dropped to 0 (juggernaught punch by Megalith which puts up its animus), when you advance 0 inches can you end facing any direction you want? Do you still have a move to sac?

Having a speed of 0 has no impact on whether or not you have a movement to forfeit. So yes, you can change facing even with 0 movement.

You cannot reduce SPD to 0:

Except for DEF, a model's base and current stats can never be reduced to less than 1; its base and current DEF can never be reduced to less than 5.

Regardless of your SPD, you may advance 0".

No stat can be reduced below 1, DEF bottoms out at 5.

To keep with the same idea, but at a different angle, if you dont move your model during the Old Witch's feat turn, does it still hit you with the attack part of it?

No. Keep in mind that changing facing (rotating on the spot) counts as moving (See Old Witch's Tactical Tips in Forces of Khador p48).
